Question Is my cpu overheating

i have a i512400f with the stock cooler and my cpu 1 2 3 and 4 are 95-100 c even in the lobby . Is the cpu too hot?
Even if the usages are like 30% it still hits 100 c

The Intel data sheet shows Tjunction for your CPU is 100C. It's not surprising your CPU reaches 100C during gaming with a stock cooler, if the CPU is boosting to extract maximum performance. To run cooler, disable all boosting and overclocking in the BIOS.

This article suggests fitting a large air cooler (Noctua NH-D15) or a big AIO cooler (Enermax Liqmax III 360) to keep your i5-12400F cool during gaming. Although this level of cooling is overkill for web browsing, a stock cooler is only a starting point for gaming rigs. You'll definitely benefit from improved cooling.

The Intel Core i5-12400F CPU is from the 12th generation and has a maximum operating temperature of roughly 100°C. While CPUs are expected to heat up during heavy operations like gaming or rendering, they are not expected to achieve such high temperatures during lower utilization levels or in the lobby.

Check that your BIOS settings, including fan control and temperature thresholds, are appropriately setup for the CPU.
If you're comfortable checking the thermal paste, remove the cooler, wipe out the old thermal paste, and reapply a fresh layer before reattaching the cooler.

I have a PC with an i5-12400 using the stock cooler inside a micro-ATX case with just 2 front fans and it idles in the mid 20's. Something is definitely not right in your setup. Are you sure all 4 pins on the cooler are fully inserted into the motherboard? Also, make sure the fan on the stock cooler is plugged into your motherboard's PWM fan header.

What is you CPU temperature when just logged into Windows, not in the 'lobby' of any game?

By "in the lobby" do you mean idling? The stock cooler is pretty weak, but still you shouldn't get 90+ ºC while iding. If that's happening something's wrong. I would check if its properly seated, sometimes the screws/clasps on the CPU mount don't get properly tightened.
