Is my CPU really this weak?

I built this PC many years ago, but upgraded last summer to the 1070. I want to play Fortnite, but even at the absolute lowest settings at 1080p with the FPS capped at 120, it dips regularly in-game to 80 or even lower (it's hard to tell). I have two possible theories, the CPU is just old and outdated and I've heard this game is relatively CPU intensive. And two, my PSU doesn't have enough juice to support the CPU, GPU, and THREE HDs. Again I'm playing Fortnite at the absolute minimum settings except for 3D resolution which I have at 70%. If you guys think the CPU is the issue, I have the Cooler Master Hyper 212 EVO so I could try an OC. Thanks a lot as always.

600W no name psu could probably be the problem or as well the Amd Phenom II X4 1100T is not great now days I bought an FX 8350 of ebay for £60 well worth the upgrade hope this helps.

Yes, your 6 core X4 1100T is weak by today's standards.
It has a passmark rating of 5747 with a single thread rating of 1253.
Most games depend on the single master thread for performance; few games can make effective use of more than 2-3 threads.

Any modern intel or ryzen processor will have single thread ratings in the 2000 range.

To see how many threads YOUR games can use, try this test:
You can do this in the windows msconfig boot advanced options option.
You will need to reboot for the change to take effect. Set the number of threads to less than you have.
This will tell you how sensitive your games are to the benefits of many threads.
If you see little difference, your game does not need all the threads you have.

600w should be plenty.
If your psu were not putting out the rated power, I would expect to see the first symptoms show up as display artifacts from your GTX1070.

Go ahead and try an overclock.
That will tell you a bit about how sensitive your games are to cpu power.

Yes, I think you are correct about the single thread speed being an issue. I see my CPU usage hit the 90s for a single core on AfterBurner. Do you think its worth the $100 to get the best AM3+ chip which I believe is the FX-9590 or just rebuilding a new PC around the 1070?

The 9590 is a furnace and your cooling/board probably can't even handle it.

Build something new. I used to own a FX, but there's no sense going down that route these days when even a cheap Ryzen or Intel will blow one out of the water.

Nor would I spend any money ton upgrading the FX line.

Even one of the cheapest modern intel processors will do better.
The $82 G5500 for example has a rating of 5462 and a single thread rating of 2210.
Any modern cpu from intel or ryzen will require also a new motherboard and ddr4 ram.
