Is my CPU the bottleneck?

While playing the witcher 3 in velen on any setting my game would hover around 48-50 fps.

My Specs are:

CPU: Intel i57600k oc'd to 4.6ghz water cooled
GPU: Gygabyte G1 gaming gtx 1070
Ram: Corsair Vengeance LPX 8GB (2x4GB) DDR4 DRAM 3000MHz
MoBo: GIGABYTE GA-Z270P-D3 LGA1151 Intel Z270

with 700w power supply.

1 thing to note my cpu usage would be around 94-99% usage although the only thing that would be in the background running would be steam and gog galaxy, with other minor services such as CAM( which I tried disabling to no improvements). Also running the game off of a samsung 250GB SSD.

I would say that your combination of CPU and GPU is very balanced, there is no bottleneck there. However that CPU usage is not normal, did you see what processes are consuming more CPU?

Well like I said nothing of note only the witcher 3 would be using the most of my cpu going upwards to 88-90% and sometimes CAM would use about 2-3%.

I have no experiences with that game, but from what i see it is very CPU intensive, the best advise i can give you is waiting for someone that plays that game and may have some more information.

Just ran a 3Dmark benchmark and got a score of 5717, I also noticed the cpu test dipped all the way to 14fps. Do you think I need more ram?

Witcher is well-threaded & hammers all 4 cores of an i5. Nothing out of the ordinary.

Ya but on any setting with vsync off I can't get it to anywhere north of 60fps.
