Is my CPU the issue?

I have an intel CPU (the square thing in the middle of the board) my computer has been slowing down recently sometimes to the point of it rebooting without me asking it to and with no warning, I decided to strip it down to see if there were any faults, this is the state of my cpu, is there something wrong with it? It was like this when I brought it. Also the spinny thing ontop of the cpu is no longer spinning.

Is my cpu the problem or will another 256mb ram fix it?

I don't think the CPU is the issue, nothing looks wrong with it. Have you tried pull starting your PSU?

ok so you have a broken cpu and the spinny thing is a cpu cooler fan , that too is broken. i suggest you buy a new pc that cpu is well and truelly rekkt if you bought it with all pins bent return it it will never work let me show you an image of what the cpu pins should look like

Nah... I'd say there just wasn't enough thermal compound used. Make sure you don't touch any of the pins when you're reseating that; it might take a bit of pressure to get that into your Intel socket, but it should work like a charm.

Not if you're using it for a hair brush. I would clear the CMOS just to be sure though.

Oh, I should add if the spinny thing is no longer spinning, try upping the vCore to something like 3.500v and it should run nicely.

Bah, the Intel 486DX could run at 5V... surely you can beat that. It was released 26 years ago; look at how far everything else has come since then. Don't tell me you can't beat a 26-year-old processor.
