Is my CPU the issue?

I have an intel CPU (the square thing in the middle of the board) my computer has been slowing down recently sometimes to the point of it rebooting without me asking it to and with no warning, I decided to strip it down to see if there were any faults, this is the state of my cpu, is there something wrong with it? It was like this when I brought it. Also the spinny thing ontop of the cpu is no longer spinning.

Is my cpu the problem or will another 256mb ram fix it?

ok so you have a broken cpu and the spinny thing is a cpu cooler fan , that too is broken. i suggest you buy a new pc that cpu is well and truelly rekkt if you bought it with all pins bent return it it will never work let me show you an image of what the cpu pins should look like
 
Nope, looks good to me. Try clearing your CMOS.
