Is my CPU Throttling? CPU'Z / Real-Temp Where?

Where in either programs do I see if my CPU is throttling?

Look at the temperature readings. If you're using a newer Intel and the temperature is 90 to 100C and the CPU is running at a reduced frequency, your throttling.

WIth HeavyLoad running the CPU at 100% It stays below 65-70C. How do I see if its running at reduced freq? Im on a I7-4790K

Is Clock = Frequency?

Yes, they are fine for an i7 processor.
Also, 'clock' value is in MHz so 4407 MHz = 4.4GHz (That's your frequency.) - In short, 'clock' is frequency written in MHz.
