Is my CPU underclocked?

I have a Intel Core 2 Quad CPU at 2.40GHz. When I check the processor details using SiSofware Sandra it say this, among other things:

Model : Intel(R) Core(TM)2 Quad CPU @ 2.40GHz
Speed : 2.13GHz

And at the bottom of the page includes this warning:
Warning 241 : Dynamic OverClocking/Turbo enabled. Performance may not be consistent and may not match expectations!

To get a better picture I used Prime95 to stress my CPU for about a minute to see just how fast it would go and this was the result:

A friend gave me this system and he bought it from someone else, so I don't know if it's running on default settings or not. There's also a password on the BIOS.

So, what do I make of all this? I don't really know much about hardware, so i don't know what's normal or not. Would clearing CMOS risk making the system unstable? I may have to do that in order to make some new RAMs to work (I have another thread for that one).

Please get rid of the password on the BIOS. After doing that, please uninstall all programs related to overclocking and restart. Once logged in, restart into BIOS setup and load optimized defaults. This will make sure that there are no wacky settings that are causing this behavior.

If this does not solve the problem, simply reply and we'll do some more troubleshooting.

Also, what model is your power supply?

I've rerun the test and not it goes all the way to 2400, as it should. Thank you for the help :)

And in case it matters, my power supply is a Super Flower SF-550P14P at 550W.
