Is my CPU underperforming?

Hello,

So I looked into my task manager while playing some games and noticed that my CPU is low on usage while my GPU is at 100%.
Tested it in Fortnite and PUBG, my GPU is at 100% and my CPU maybe around 25-35% at all. I have little spikes here and then, is that caused by that mabye?

My system:
CPU: Ryzen 5 1600x (OC 3.8GhZ)
GPU: Zotac GTX 1060 6GB AMP
MOBO: Gigabyte AB-350 Gaming 1.0
RAM: Corasir Vengance: 2x8GB
PSU: be quiet! Pure Power 10 600W ATX

So is my CPU somehow underperforming?

Things I at least tryd:
- Reinstalling all drivers
- Verifing the Games (Reinstalling them)
- Check TEMPS (normal)

This is normal and shows your cpu is not limiting performance. Your gpu is the limiting factor as it’s running at 100%.

Also total cpu usage doesn’t tell you anything. You need to monitor all cores/threads.

Hm okey. Well but i still have those micro spikes... What i noticed, everytime a spike happens, my GPU ussage goes from 100% to like 96% or so. I saw many others having those components (or similar) and not having such issue.

Could be anything. Could just be the game, a specific game setting, a driver issue? Is the game installed on a HDD or SSD?

When these spikes occur are some of your cpu cores/threads hitting 100%? If a game was using only 4 cores/threads at 100% and the rest were not being used your total cpu usage would only be 25%.

Well im struggling with this issue for long now..
I can give you this information for now:
- I really tried changing every setting in all games.. even CSGO or TF2 stutters, FPS good, but stutters sometimes.
- My games are installed on a NEW HDD, they still spike if they are installed on an SSD.
- My Windows is running on that SSD
- I tried to install different drivers/removing them completely and reinstalling them.
- Reinstalled Windows of course.. more then 5 times.
- Checked TaskManager for running tasks
- Checked for Malware/Viruses

Only thing I did not check yet is what you said, checking the thread usage. Still, even CSGO is stuttering.. I get over 200FPS on it, but the stutter is just annoying, not unplayable, but annoying.
