Is my CPU what's causing poor performance?

I have a system that is a few years old. Games can peak at 45-60 fps in certain parts, but when the game starts getting intensive everything slows down heavily; not just fps. Audio also lags and cuts out, seemingly at random, and not only during intensive parts in a game.

Example: FFXIV, game can run from 30-50fps or more when not much is going on, but when I get to a heavily populated area (or even a not so populated one) everything including audio starts cutting out and lagging.

Looking over at the specs of this system, it looks to me that the CPU could be what is causing this, but I'm not entirely sure. The GPU could also be the problem...
