Is my current processor sufficient for gtx 1080?

Asus H110M-D MOBO
8gb ddr4 kingston ram
650w PSU

Will this build have sufficient power to support the new gtx 1080?

In theory, it would have enough power for it, though it seems a bit weird to run a budget setup with an high end card like the gtx 1080. What resolution are you playing at? And what is the brand of the PSU?

It depends on what you're aiming to do with it.

At 4k - no problem
At 2k - slight bottleneck some times but mostly okay
At 1080p - get a GTX1070/1060

If I'm not mistaken its a cooler master PSU. I'm currently running on a 27" AOD 60hz screen.1440p. My current GPU gtx 550ti doesn't support the latest games anymore

Depends on the game. Not sure why you went with the one of the lowest tier i5s to pair with a 1080, I would at least try to get a i5 6500 500mhz higher base clocks and a 300mhz higher boost clock. The 6400 is clocked quite low if you ask me.

CPU and GPU load are largely independent of each other. Your i5 is capable of delivering the same framerates with a 750Ti as it is with a 1080. Only difference is, with the 750Ti, you'd need to run much lower graphical settings to hit those same framerates.

I've made a mistake 2 month ago for changing into i5-6400. Back there I've no plan for changing a GPU. Now I'm struggling for most of the games

Well when you're running a 550TI you're certainly struggling at 1440p

A 1080 would help.
A 1070 would maybe be the wiser decision. Coming from a 550Ti it would still blow your mind.

As for the PSU - there are really good CoolerMaster PSUs and there are really bad ones.
Knowing the exact model would help.

No modern i5 should "struggle" given the right video card, but there are a handful of games an i5 6400 will not maintain a perfect 60fps in, and it's not a great choice if you're looking for 120-144fps in recent titles.

A new GPU will help a lot. A 1080 might be overkill but it would still show benefits in some cases over slower cards like a 1070.
