Is my data un-recoverable?

So I built my PC about two years ago, and basically put my old Dell prebuilt in storage.

A few days ago, I was looking for some photos and other data, and remembered that I had copies on the old PC. I then went to dust it off and try to start it, but with no luck. The CPU fan goes crazy when the PC tries to boot, and then completely shuts down. That's not really a problem, since I really don't need the PC other than for the data inside.

I took out the HDD and put it in my current PC, but for some reason, the BIOS doesn't recognize it at all. When I go into SATA configuration, all of my drives are recognized except for the old one. I even tried disconnecting everything and using the sata cables that I know for a fact are working.

After doing some digging around on the internet, I tried to feel the drive or listen to it to see if the disk inside is spinning, and I think it's not moving at all. So i'm pretty sure it's dead.

Now my question is, is there any way to recover the data on the drive? It's not recognized in BIOS and in disk management in Windows. Is there anything else that I could do to try and get it recognized? Or is there any software that I can use?

The pictures that I'm trying to recover are pretty important, but I wouldn't go as far as paying for professional data recovery.

If you can't get it to light up in the BIOS there is not much you can do.

If you're not willing to pay for a data recovery service, you could work off the guess that its just the controller board. If you can buy another of the IDENTICAL drive that you know for sure has a good board you could swap it out and it may work. Its a bit of a longshot.
