I want to upgrade my graphic cards to a GTX 1070 Ti 8 GB, but my motherboard is a Dell 0478VN, do i need to replace the motherboard and the CPU or is it compatible?

I disagree. The GPU can be moved ahead to another build.
The big problem will be getting a PSU to power it in a DT size form factor.

IF you can find a DT size PSU with a 6 pin PCIe cable GTX1060 is about all you can run "officially". But the GTX 1070 is 150W TDP so even though they come with an 8 pin PCIe connector it "shouldn't" overload a 6 pin PCIe with an adapter.
if this is the motherboard do not bother replacing your graphic card this is a simple basic motherboard. I would go for a good mother board if you ask me.
