Hello my friend in the uk has little experience when it comes to pcs and he wants to make sure he isnt being ripped off

Well the power supply is absolute garbage and is likely a fire hazard, Aerocool PSUs are among the worst out there. The specs otherwise aren't bad, but I'm pretty sure they're not worth 1200 pounds, even with a monitor thrown in, though I'm not too familiar with hardware pricing in the UK.

Your friend is probably better off pricing out parts on his own and doing the build himself. At the very least, find a prebuilt that doesn't have such a crappy power supply inside.
