[SOLVED] Is my friend's GPU truly a goner?

So, my friend bought an RX470 Nitro Sapphire last year(June 2019). Last week my friend told me his card won't work after a gaming session of CSGO and Dota 2. He just shut it down like he usually do and the next day the Card wont spin and no signal. He tried to use his old GPU and it works fine booted up.
Now he gave it to me since I know how to clean a GPU properly. I cleaned it, Heat it up with a blower but still the same problem.

r5-1600
16GB DDR4
1TB HDD, 128gb SSD
b350 MSI

Yeah it doesn't work with my PC as well.
I guess I have to tell my friend this bad news about the card.

Try to boot up with intergrated graphics or as second GPU to see if its at all recognized in GPU-Z (program), you might have a chance for a GPU flash.
