Question Is my Gigabyte B85M gaming 3 partially dead?

My specs are as follows
CPU - i5 4460
Motherboard - Gigabyte B85M gaming 3
RAM - 12 GB DDR3 1333MHz (8+4)
PSU - Corsair VS 650w
GPU - Zotac 1060 6gb mini

When I put a GPU in the motherboard and take display output from it, the GPU fan speed ramps upto 100% and display signal is gone and this happens randomly. On idle it boots sometimes but when I start a game or discord etc it just loses display signal. I got the GPU replaced as I thought it was the issue and it was still in warranty but the issue persisted. I tried swapping my GPU with a RX 570 from a friend and it wont even give a display output (it just restarts forever). I put both my PSU and GPU in friend's motherboard and it worked fine and even ran games. Also just to note, that this happens only when I take display output from GPU and if I remove GPU and take display output from motherboard it works fine with iGPU. So is my PCIE slot in motherboard dead?
