For a GTX 750, no. Try to speed up the fans to make it cooler but it would be noisier. You could do this by downloading MSI afterburner and turning up the fan speed by a little bit at a time until it reaches around 60°

75C is a safe/normal temperature for graphics cards. It could be better, but it runs the same at 75C as it does at 60C so I wouldn't worry about it(unless you plan to overclock).

My GTX 760 runs at 76C usually under load with the EVGA ACX 2.0 cooler on it. I have a small overclock on it though. I believe it still sat in the low to mid 70's before I overclocked it though.
