Question Is my gpu being bottle necked?

Power supply - EVGA Super nova 650w gold

I'm running a 2080 Ti with an i7-7800X and that CPU has yet to slow the 2080 Ti down.
I'm thinking that if the 7700K holds you up, it won't be much.

You can tell by running afterburner and look at you CPU and GPU usages in game.

I also like to look at each core usage as well because while your overall CPU usage might not be pegged.....you can have one or more cores pegged and that won't show up if you are just looking at overall cpu usage.
