[SOLVED] Is my GPU being bottlenecked?

I currently have an i7-10700 paired with an EVGA 3080. When I was playing Ghost Recon Wildlands, my GPU was running at 98% while my CPU was using 70%. My frames are 70 which I feel isn’t the highest for an older game and new GPU.

70% CPU utilization is approaching the bounds that I would consider the CPU is holding back the video card. However I'm inclined to believe there may be something else that's a problem considering this video has its CPU sitting roughly about half the utilization despite not having twice the cores:

Run the benchmark and check the CPU temps/speeds/utilization over time. You can use HWiNFO and have it log data.

Also would be good to know what settings you're using.

At what resolution are you playing?
Ultra high settings?
There is always a limiting factor; usually cpu or gpu.
And... it is not constant and will alternate between the two.
CPU busy is not a good indicator either unless you have a batch type game or app that can keep all 16 threads busy. Not likely.
If your game is mostly single threaded, you could see 20% busy and still be cpu limited.

Ultimately, how well do you like your performance int his game.
 
Specs: i7-10700 (Base Settings-didn't change anything in bios with it), EVGA 3080, ASUSTeK PRIME Z490-V, 32GB Corsair Ven. Ram 3200 (XMP is enabled), EVGA 1000W PSU, Corsair AIO, and 2 1Tb M.2 WB SSD.

I didn't know if I used all my cores if it would help, just worried because I know my CPU isn't meant for overclocking and didn't know if that really classified as overclocking or not. I'm running the game on maxed out setting along with it being in 1080p. My GPU temps stay at around 60-65C. So with my settings maxed, this is normal for my system to running this high in utilization?
 
a fast processor can keep a GPU busy even at 1080P, and, max settings cause varying amounts of usage depending on the game.

YOu can try lowering settings, shadows, any AA/AF filtering, etc., and see if FPS increase....if so, the GPU is your current limit.

As you have a base 10700 (vice a 10700K), I'd be curious to know what clock speeds are sustained under full load after 2-3 minutes...; ideally, with power limits removed, we'd like to see 'similar to 10700K behavior, with sustained 4.6-4.7 GHz boost clocks, even after several minutes. Using Intel defaults, it's possible the mainboard might clock down a non-K cpu to comply with TDP-objectives, and lower clock speed by several hundred MHz, to as low as 2.9-3.2 GHz. You can override the TDP limit and/or boost duration limits within Intel's XTU app easily enough if you see such behavior)
 
Ok that’s great, I’m glad to hear that this isn’t going to really be a problem and I’ll try overriding the TDP limit and play around with it to see what I can do, thank you!
