Question Is my GPU broken/monitor broken

So ive had this problem with with my GPU (RTX 2060) where I get occasional flickering on my screen its not always black its random colors, and it would only happen on apex legends that i can remember or at least thats the game it was the worst on. Well i just got a new monitor (msi oculux NXG251R). The moment i got it plugged in and started playing games I get almost like a red outline on textures when i move and only when i move, in so far every game ive played. the flickering still happens on apex, i wouldnt even call it texture flickering because its not the textures its large colored shapes popping on my screen very fast but not very often. and the red texture thing i suppose could be texture flickering it's just very hard to explain what is happening. Also the overall quality of the game while this red outline stuff is happening looks terrible and weird.

If you know what it might be and if there is a possible fix. i didnt really explain it very well but it only happens while i move. one more thing the textures do seem to be more detailed when moving and then when not moving they go back to normal.

Update your post to include full system hardware specs.

Have you doublechecked all configuration settings: GPU and new monitor?

Have you installed and reinstalled all applicable drivers: GPU and monitor?

Did you get a new video cable with/for the new monitor? Are you able to swap the video cable with another known working video cable?

Are you sure that the GPU card is fully and firmly seated?

Does the new monitor work on another computer?

Key is to narrow down the problem by elimination: new monitor or video cable or GPU.

for the red outline im thinking its the monitor considering it wasnt an issue until i got it and the flickering only happens in apex so it might be that i have my graphical settings to low because almost everything is on low, but i dont know if graphical settings would cause the kind of flickering im getting.

I was under the impression that when you can capture the problem in the video is a GPU problem and when you can't, it's the monitor.

I mean it makes sense because the video does not care if you have a faulty monitor, it just records from the source (GPU).
I still get the flickering but i was able to fix the the other issue by going into the monitors settings and changing the response time from very fast to fast. it seems that it happens to a lot of people when you have the response time on very fast i dont know why it does that.

but i suppose the gpu might have a problem because the flickering still happens but only in one game, i dont know its weird.
