Is my GPU dead? could it be my PSU?

good morning guys, i have this pc since june 2015
i3-4150
evga gtx 960 2gb
corsair cx430m PSU
8gb ram

so i was playing a game this morning and the pc shut down, i tried turn it on again and nothing. Now if i disconnect the pci-e cable of the GPU the pc powers up but show a message asking me to connect the pci-e cable on the GPU, but if i do so the pc does not power up. without the pci-e cable on the GPU the card's fan works but apparently that's all.

is my card dead? could it be the PSU?

It might be a power supply issue. Try testing different one.

I had the exact same problem not so long ago, the problem was the GPU (a 970). Do you have any other GPU you could test in your system?

is was indeed the gpu a friend of mine tested it and it wouldn't work as well.
gotta spend the money then.
