Is my GPU dead?

I'm just about to crack open my rig and see what's going on. I'm not too knowledgeable on building PCs but I was just playing just cause 3 and all of a sudden my PC reboots and had yellow, green and blue lines across it horizontally. This really worried me lol so I restarted and it was still there...

My basic specs are:
Gtx 780 ti
i7 4770k
Asus rog gene vi
16gb RAM

Really worried it's fried
 
Try a different adapter/cable and or port on the back of the GPU to see if it'll work that way. If that works try to get into windows and take a look at your temps. You can use something like HWMonitor if you don't already have something.
Post your temps here if you can.

If you can't get in that way, attempt to connect your monitor to your motherboard to run off the integrated graphics unit and see if you can boot up that way.

EDIT: Do you smell anything strange coming from the case?

I opened it up and everything looked absolutely normal/smelled normal. I downloaded hwm and took this screenshot: http://prntscr.com/994bjt
I'm fairly sure its the GPU but why :/ whenever I load a game it is just supppeerrrr slow.
I can still turn it on its just I get horizontal yellow/blue/green lines across the screen
 


Ah here we go: Windows has stopped this device because it has reported problems. (Code 43)
GPU is out it seems :/
 
You can try reinstalling your drivers. That might help, and also run CHKDSK to see if any system files are messed up. Usually if the card actually went bad you'd smell something fried or weird coming from your case. Usually.
 


Reinstalled the drivers and had a problem of the gpu not being recognised at first so I turned off the pc, took it out and put it back in then reinstalled drivers. I'm sure the GPU is fine as it looks/sounds/smells normal but its still getting that error code 43...this is all after trying Just cause 3.

Are you sure it's your GPU that is causing the error?
Go to you device manager (start button right click computer and then go to manage)
Check to see that your display adapter is there.
It could be usb drives, audio drivers, any number of other things generating that error.
If you have a bad cable, causing the lines, it could be your monitor driver too.

Alright I'll switch the PCI-E slots see if it works 😀
Yeah I did CHKDSK on win10 through checking the drives and it showed up with no issues :/
 


Did that with no avail; I couldn't change the PCI-E slot as there was no space even after removing the wireless card, it seems to collide with some more wires that I can't rearrange.
I talked to the company who built this for me and they recommended the basics of removing-reinserting, reinstalling drivers etc. but had already tried that. So I will most probably send it in under warranty :/ Really didn't want to resort to that of all things due to the time it could take.
