[SOLVED] Is my GPU dead?

I built my new pc a couple days ago and I've had problems with the pc crashing. I made another post today giving more details.

However the problem has evolved.Before my computer crashed once inside windows now i cant even get to the bios menu. The only thing that has worked is removing the gpu.

The gpu fans work but when plugged in it showns no signs of life.
My question is: Is my GPU faulty, is my PCI-e port faulty or are my PSU PCI-E cables faulty??

I had a very similar thing happen with a new RTX 2080 Ti last fall.
It crashed. It went to a green screen.
Upon reboot...no BIOS menu.
Fans spun....no other signs of life....lights out etc.
Replaced it with a 1060.
Life was good.
RMAd the 2080 Ti.
