Question Is my GPU dead?

Hello , i recently experience problems with crashes at every single game. Most to intensive games like AC odyssey , RDR2 will crash at almost after 5-10 mins. While less intensive games like League of legends will crash rarely. I opened my case and i see this on my GPU PCB ( a round that have different color from the other PCB) its an GTX 1070 Ti Evga black edition.

Is my GPU dead? Is it fixable? I soon will try an RX 580.

I have 9 fans in the case and watercooling the CPU running a unigine heaven benchmark i get average 63C at GPU and 41C at CPU so temp's not a problem. Also PSU is couple months old only (TX650M Corsair).

So i installed my brothers RX 580 with a clean install of the Drivers and i dont get crashes so.. is the 1070 Ti broken?
