Is my gpu dying cause I keep stuttering. Please Help!

So I have all day today been facing my computer stuttering. I believe it is my gpu but i am not sure. I have had a stable overclock on my ryzen 5 1600 to 3.8 and then lowered right now to 3.7 but i still stutter. My gpu is rather old and i think it is giving out. Both of my displays stutter and even with only one task open. I have also tried closing all programs and it still stutters. My task manager shows the 3d structure line on my gpu going up and down with my cpu following that trend.
These are my current specs:
ryzen 5 1600
b350 tomahawk mobo
8gb of 2400mhz ram evga
500 watt psu white rated Evga Power Supply 100-W1-0500-KR
his hd 7950
crucial mx300 275gb
Samsung 850evo 128gb
500gb 7200 rpm Seagate drive

I went into device manager re-installed AMD Sata Controller as "Standard AHCI controller" and disabled HPET in windows with "bcdedit /deletevalue useplatformclock" under admin command prompt.

I found latency issues with storport.sys and traced it to my AMD sata controller using LatencyMon. I now have no issues with latency and no stuttering!

try a reinstall of all your drivers from your motherboard support site. always start with your chipset. then your graphics drivers. use DDU if you have to to clean them in safe mode. BIOS update may be necessary.

I tried both solutions and tried also installing all the drivers but it didn't work.

it may be the gpu. the 7950 was released 12 years ago and has 512MB of vram. id say put it on igp but you have none on ryzen. if you could test another gpu would be good.

When you installed windows on whatever, did you unplug the other hdds first??

The 7950 was made in 2012 and has 3 gb of gddr5

no it hasn't given me problems and i have been on this setup for like 3 months. IT is on the ssd and the other 2 samsung and hdd are just for games
