Is my GPU dying or is it something else?

Idk the technical term for it but i will get all types of random lines all over my screen all depending on where im looking in my game, it doesn't do it 24/7 for it will do it if i find a certain point, i bought the gpu used, its a Gigabyte R7 260x. So im wondering if the gpu is on its way out, when i ran HWmonitor it was reading 113 degrees at one point, i dont get how its getting that hot when i have good airflow, 3 fans on it and every other part of the computer is cool

I take it that's 113C and not 113F?
If the card is getting that hot:
Check the fan is actually working, at that temperature it should be running flat out and be quite noisy!
If the fan is working and it's getting that hot:
Shut the system down, pop off the side cover and wait for at least 20 minuets before removing the card and cleaning it out. The best way is probably to use a cotton bud on the fan blades (be careful they can be quite fragile) and a can of compressed air (most computer stores sell it these days) to get the gunge out of the small heatsink fins-try to blow AGAINST the normal airflow, towards the fan and not through it.
While you're doing this now would be a excellent time the remove the heatsink (cooler) and renew the...
max is 113 degrees at the gpu and im running right below max settings on some games
this card gets hot ridiculously quick, ill play for maybe a half hour to a hour and i start seeing those signs and my pc isnt even OC

Don't forget the get both sides of the fan blades clean.
Try to do it outside.

If it's getting that hot and the fan isn't actually working:
Try the old case fan and cable ties trick; Just cable tie a suitably sized case fan over the opening, it's crude but effective.
Replace the fan-E-bay is a great source of parts and don't forget to look for dead cards with working coolers.
Check your documentation, the card may still be under warranty.

113F sorry not familiar with Celsius and it is a used graphics card so it might be time to change the thermal paste, i have some Thermal paste with diamonds in it(thats what it says) from when i upgraded my CPU, is 113F hot at for a gpu or is it time to upgrade. Then in the case of an upgrade im also on a tight budget like 100-200 range
