Is My GPU Dying?? Please Help

So recently i have been having this problem where when i first boot my pc i run into these vertical lines on my windows start up followed by a crash with a black screen. Sometimes it boots into windows repair and states that there has been a recent software or hardware change causing the problem... but then hangs when trying to repair. when i reboot is mostly starts up normally but then after a cold boot it starts the same process. There are no problems when my pc is in use but only when is sleeps it tends to not respond when i try to do anything to awaken it. But then again a reboot always helps it run normal again. I did some research and found out that my gpu can be the problem...? i have a link to some pictures shwing my problem on boot in the link below. Can someone please help identify my problem..!

Pc Specs:

Cpu: FX-8320
GPU: R9 270X
Mobo: Msi 970a-G43
Ram: 8gb Kingston blu
PSU: Antec 750w
Case: Corsair 200r
Cpu Cooler: Corsair h100i
HDD: Hitachi 1tb

Reseat the card, dust it with a can of air, make sure everything is plugged in to it and the psu properly, check monitor cables. PLease try those and see if anything helps, your card is relatively new so it shouldn't be failing already. (as long as it has not been used for crypto currency mining)
 
well its an HIS iceqx2 i reinstalled windows 7 and all the drivers already... i also swapped out cables and reseated it about twice to make sure it was makeing good contact with the pcie slot and no go it isnt much of a problem im just trying to prevent it from becoming more serious and it is pretty annoying. oh and i clean my pc everytime i see dust... haha it just bugs me.
and i only use it for gaming and dont have anything overclocked and i have plenty of fans in my case so no heating issues either.
 
im using the amd catalyst drivers i didnt have the problem until yesterday i just booted my pc and it happened... i actually installed a new fan to my case but i doubt thats my problem i also installed the xbox one controller support driver and speedfan but did a clean install of windows 7 and no longer have the programs so i dont think thats also an issue...?

Things ive done:
- Reseat the card, Blow out dust, Check cords, replace cords, Defragged and did a security sweep, Nothing seemed to help so i Reinstalled windows 7 and did everything from scratch but still no go.
 
I hate tough ones like this.. because I have no hands on! So in this situation, I would pull everything from the case and start from the base. (motherboard, CPU, and ram) can I get a beep, beep?
If this passes, then I would add a video card or use the onboard (if available) and see if I can get a screen of the bios at least!
But let's get a confirmation from this at the least!

Thanks and i know im stumped also haha but yeah ill start from scratch and hopefully find a solution and it does boot up to bios and runs great after a couple resets but i might have to put up with it untill i get some upgrades pretty soon.
 
So in conclusion i decided to replace my r9 270x and upgraded to an r9 280x and sold my old card to somebody who said there was no issues with it so its a win win situation and there hasnt been any problems yet.. i hope it stays like this for a good while.
