playing rainbow 6 siege today, gpu usually runs 90%+, now doesn't even run at 70% anymore, and every time i turn in game, fps drops

How about SpeedFan? It can take control of many major brand PWM controllers and therefore can control any fans hooked up to a PWM header on the motherboard as long as it recognizes the motherboard.

It seems something other than just the game is using the CPU.

Please press Control+Shift+Escape to open Task Manager, navigate to the Startup tab and disable all programs except for device drivers. Note that disabling a program does not stop it from working, it simply makes it wait to start until you actually click to start it.

Restart before expecting a performance gain.
 

i just reinstalled windows, now everything is back to normal
 


Did this problem happen as soon as you installed Windows or did it take some time to develop?
 


it happened after a while, i think is cuz i downloaded DIP5/AI Suite 3 from asus
 


What were you downloading AI Suite for? If it's something that can be done through BIOS, I would highly recommend using the BIOS to accomplish said task.

If you download Fan Xpert 3 again, make sure that you get it straight from the Asus website. Downloading from other websites should not be considered secure and may even contain malware. I wonder if this is what happened last time?
 

haha, i would love to do that, but stupid asus decide to program it with AI Suite now, so it won't work unless you download AI Suite
 


So it's integrated in AI Suite for your motherboard? Wow, that seems like an intentional step backwards in terms of user friendliness.
 


yes it is integrated in AI Suite, and it seems like the case for all the Asus MoBo now
