Is my gpu ok.

My pc was running fine but last week i've noticed a temperature rise. My fps in games (csgo) fell from 299 to 120 at some points on high settings. So i desided to clean the pc. Removed the dust and everything. I turned on the pc and i had some windows update (1607) installed the update and latest drivers. Nothing. My idle temp is 20-30. But when i play it slowly goes to 70. My graphics card is gtx 960 2gb turbo version. And also when im in csgo. When i press tab + alt to close the window the brightness of the monitor changes and in game also. The game lags a little bit before i can do anything. I had some fps drops but not much

did the thermal paste dry? check for that and reapply some.
