Question Is MY Gpu Overheating?

I have gtx 1070 Inno 3d. The temps go upto 83c on max load,is that an issue??

No it isn't dangerous to the card. However the card may throttle back a bit at that temp which will reduce clock speeds slightly thus hurting performance slightly. You could likely improve temps a bit by setting up a custom fan profile in msi afterburner or something, at the cost of more fan noise.
