Question Is my gpu starting to fail?

I have a R9 280x. When I am booting Windows I would see the Windows logo. Sometimes I also see a row of colours at the bottom of my primary monitor (see attached photo). In my photo, I see a row of red colour. Last week I saw a row of blue colour. I've only seen this issue twice, and I turn on my computer everyday.

Is this indicating that my gpu is starting to fail? Is there anything I can do to check my video card's health?

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list them like so:
CPU:
Motherboard:
Ram:

PSU:
Chassis:
OS: include the OS version(not edition) if you're on Windows 10
Monitors:

Include the age of the PSU, apart from it's make and model.

Trouble shooting steps I have tried:
  • I ran furmark for 20 minutes without any issues. My temps reached 68*, with gpu load at 100%, and fan load at 67%.
  • I just swapped monitors and cables in hopes to isolate the problem.
  • I unfortunately don't have another gpu/mobo I can swap.
  • I only saw the graphical glitch when Windows was loading.
  • I have cleaned out the dust out of my interior of my computer with Dust-Off.
Computer specs:
  • CPU: i5 3570K (not oc)
    Motherboard: asrock z77 extreme4
    Ram: 4GB x4 (I can't remember brand)
    SSD/HDD: Intel 256GB SSD (can't remember model). Western Digital Blue 2TB HHD
    GPU: R9 280X (can't remember brand)
    PSU: Corsair TX750
    Chassis: Thor V2 ATX
    OS: Windows 10 Pro Build 19042
    Monitors: 2 x Asus 27"
This issue only occurs when loading Windows. It does not persist after Windows has loaded.

I haven't seen this issue since I last posted this thread.

Any other trouble shooting ideas?
