Question Is my GPU toast?

Hey,
A couple days ago, my computer suddenly shut down and would not turn back on. Some troubleshooting led me to realize it was my GPU (MSI GeForce GTX 970 GAMING 4G), and when I removed it the computer booted right up. I'm currently using an old spare GPU that I had (EVGA GTX 460).

I'm looking for some opinions - Is there any chance that it could actually be something fairly simple and fixable on the 970, or is it most likely a more complicated issue and the card is pretty much a brick?

I tried it in both x16 slots on my MB with the same result. If I cycle the PSU, pushing the power button on the computer results in a split-second of life from the case fans, but then nothing. I even tried once turning on the computer with the 970 installed but without the power cables plugged into it, and the computer started up and just popped up a screen saying to shut down the computer and attach the power cables to the 970. I tried 2 spare GPUs and everything works fine with them installed, so I think that rules out the PSU and the MB.

full system spec? include make and model of the psu
how did you rule out psu and motherboard?
Sorry for not including specs, I didn't think it was necessary. I'm pretty certain it's not the PSU or the MB because both of my backup cards work fine.

motherboard - Asus M4N75TD
PSU - Corsair CX750M
RAM - 12gb Corsair XMS3 (3x4gb)
CPU - AMD Phenom II X4 955 @ 3.8ghz
Windows 10 Pro x64
OS drive - Samsung 860 EVO 250gb
