hey so I just opened my computer up for the for the first time in awhile, and I noticed the GPU was kinda bent. It's a MSI GTX 970. Also, should I be worried about the extreme dust built up in my computer, and if so what is a good way to clean it properly?

well if its warping it could loose contact between the board / gpu chip/ any thing the cooler needs to be active on and in direct contact . the gpu cooler need to stay with correct contact for to insure proper cooling if any of them issues should arise ???

don't confuse warped or just the card is sagging if sagging just prop it / tie it up level some how beloved patriot a block of wood or a zip tie or what ever you find handy

they use to sell something like this for a sagging card [seems MSI 900 cards are heavy and known to sag some ]

I use air to blow out dust like caned air easy to get like at wal mart for cleaning

That Does look pretty bad. You can route the GPU supplemental power cables from above so they give some support, most builders do that.

It's the reason many have back plates, prevents a lot of the flexing.

If the dust is like caked on you almost have to take the fans off and rub them. Otherwise compressed air or even some good breaths clear out most of the dust.
