Is My Graphic Card Failing?

Recently I have noticed that the game i play(Overwatch , Fortnite) capped at 50fps. already try off vsync on nvidia control panel and in the game but result is the same.

I also try old version of nvidia drive and off Game DVR but still the result is the same

what your temps during gaming you might be throttling and are you sure your fans are spinning if not try to rma it if possible because without fans i get same results
