Is my graphics card borked?

I talked to a EVGA tech guy over the phone, and we both couldn't solve it. It is brand new EVGA gtx 780 so I can get a replacement. We checked the power and its fine, so its not the psu. The framerate is great and everything is performing well, but its artifacting everywhere on all my games.

First of all, ignore the idiots commenting on your youtube channel. The guy who thinks that you have to buy a new graphics card instead of just RMAing yours... and that a GTX 780 is obviously not a high end gaming card... uhm...

That being said, it is either a faulty card or something seriously messed up with drivers. If you've already reinstalled graphics drivers by first uninstalling them, then installing the new ones clean, then try backing up data and reinstalling windows.
