Is my graphics card broken/should I get a new graphics card

Graphics card is making a loud fan noise on start up and won't display video (via hdmi) [GTX 760, owner for about 4 years]

Is it simply time to change GPUS?

Did you try booting up your PC without the GPU? try to check booting it up with your onboard graphics.
