Is my graphics card broken?

My graphics card is stuck on 1569 MHz, under load and while idle. Is my gpu broken or just the sensors measuring these numbers? It was working fine around a week ago. Pics: http://imgur.com/a/XepEf and http://imgur.com/a/KAO4y

Specs:
- GTX 1070 ASUS OC 8gb
- ASUS Z170 PRO GAMING
- i5-6500

Things I have tried:
- Reinstalling drivers
- Restarting
- Different programs to monitor GPU Clockspeeds

Mmm, your OCing programs may be causing it... If you reboot your computer in to safe mode, and only launch HWMonitor, what does it say your GPU is running at?
Maybe, if you set your computer power profile to maximum performance, or in the nvidia control panel set it for maximum performance.
What all OCing/monitor software do you have installed?
It may be you caught a virus as well, like a bitcoin mining virus that's constantly using your GPU: https://www.malwarebytes.com/

James Mason, thanks for the response! I tried setting my pc to max performance in both Windows itself and in the control panel, they both didn't fix this issue (I restarted after). Then I scanned my pc and removed all threats (4) and restarted my pc again, still wasn't fixed. All OC/Monitoring programs installed are: GPU-Z, Asus GPU Tweak 2 (I have an asus gpu) and HWMonitor. I did have MSI AB installed before, but I uninstalled it because I thought 2 OC programs might interfere with one another if you have them both set to different OCs. Thanks for thinking with me.

James Mason, thanks for responding. For anyone else still wondering, I fixed it by disabling the graphics card in Device Manager and waiting a few mins and then enabling it again. This reset my card back to factory OC and I coulc OC it again.
