[SOLVED] Is my graphics card broken?

Whenever I load up Rainbow Six or Fortnite my CPU goes into 80% load or more and my GPU stays at less than 10 and then I crash. I have a 2060 super so its not an old or a trash card. And my drivers and windows versions are all up to date

Check the fan speed,
Check the case air condition(you can remove the side panel and test)
Reapply thermal paste,
Aftermarket cooler

Whenever I play a game my GPU doesn't do anything it stays at around 10 percent usage and that causes my CPU to overheat and I end up crashing. I degraded drivers, I did a fresh windows restart, my graphics card also says its running at 300 Mhz which isn't right since I have a 2060 super. IDK what to do. These are my specs i5 9600k,16gb of ram at 3000mhz, and my motherboard is an Asus prime z390-a.

ok. how do I fix it from overheating? it has good cooling I have 5 fans. its running normal clock speeds too and it's at a normal temp till I start gaming then the usage % goes up and it overheats
