Is my graphics card clock too low? R9 290 Tri-X

so i got MSI Afterburner and it says that my memory clock is 1300, which is normal for this card but it says that my core clock is 300, when the card says it is supposed to be clocked at 1000. Is this just because I am not running a game or what? I used PCIe cables that came with my power supply and it has two PCIe ports on the graphics card which I plugged in and 2 pins extra that I plugged in with a little 2 pin connector that was with one of the PCIe cables. Could my graphics card not be getting enough power? Do I need to use the cable that came with the graphics card (kind of like PCIe adapters.)? Please help. This is a new build and I am getting about 80 FPS in Minecraft with Sonic Ether's Unbelieavable shaders. I also have an Intel 4690k CPU, which is working good.

My R9 285 the core clock throttling at low temps to.Is that normal?
I've tried with my laptop and the core clock stays at the same core clock all the time .
