Is my graphics card compatible with my computer?

I just purchased a Sapphire Radon HD 7770 (http://www.newegg.com/Product/Product.aspx?Item=N82E16814202084) graphics card to upgrade from my XFX Radeon HD 5570 card and now my computer is slower than before. Games have dipped to 10-20 FPS on low/medium settings, typing is slower, even dragging and selecting icons on the desktop is slow.

My specs are:
Motherboard: Gigabyte Ultra Durable 3 model GA-870A-UD3
Processor: AMD Phenom(tm) II X4 840 Processor
OS: Microsoft Windows 7 Ultimate Edition (build 7600), 64-bit
BIOS: Award Modular BIOS v6.00PG
PSU: Xion 700 Watts

I have deleted old drivers and installed the latest drivers from the AMD website. I've asked redditors and they said my motherboard should be able to support PCI-E 3.0. What else can be wrong with my computer?

ur psu is not reliable, u can get corsair cx430 in $40, when selecting a psu always go with corsair/antec/seasonic and see the if the power supply is 80+ certified.

Is my PSU not enough? What PSU would I need? I've looked at the AMD and NewEgg page and it says

"500W (or greater) power supply with one 75W 6-pin PCI Express power connector recommended
600W power supply (or greater) with two 75W 6-pin PCI Express power connectors recommended for AMD CrossFire™ technology. "
