Is my graphics card dead? (Thorough troubleshooting - Maybe I'm in denial)

SAPPHIRE RADEON R9 290 4GB TRI-X OC
Grfx card about 4 yrs old, very light gaming.

Problem: PC has been off for 4 months. Then when I turned it on, I get no video. Not even BIOS

Troubleshooting: On board video works normal, so....I removed Radeon grfx card from Windows Device manager, rebooted and it found it (Radon still didnt work & updated drivers). I disconnected HD, and the Radeon doesn't display BIOS. Tried HDMI, DVI, no luck. BIOS is fine w/ on board.

Any other ideas?

Grfx card fan still spins up. I do not recall anything unusual the last time I turned it off. Occasionally, I'll flip power supply switch off, only thing I can think of but can't for sure say that' what I did last time. y'all think I might have fried it w/ the flipping, I mean, it wasn't that often.

yah, I'd like to do that too. Have no pc gaming friends, and may have to bring it to work to see if the office machines even have pci express.

1 other troubleshooting i forgot to mention, I also tried different TV's, monitors, projector.

Have you tried just reseating the card? I.e. removing it from your motherboard and re-plugging it?

There are a number of possible problems this can fix.

of course, Yes, I did that multiple times. I also removed the mobo battery and replaced. what else u got?
