Question Is my graphics card to blame?

I bought a graphics card (Rx 570 8gb) a while ago. Everything was fine for a bit but now my computer doesn't even get to the boot screen. It just switches on, fans spinning, lights on, but nothing happens. Also, when I click the power button, it instantly goes off, no wait and then off. I checked the PSU and it's got enough wattage to work. Anyone got any ideas? Thanks!

Issue most like lays in a failing HDD not able to talk right with the system preventing a full shutdown

Sorry, I should have said, it's completely fine with a different graphics card. With a gt710 plugged in, it functions fully
