[SOLVED] Is my graphics cards broken?

so i recently sent my 2080 ti to asus for an rma because it wouldn't overclock, after several hours me and my friend decided it would be best to have them check it out. they didnt fix it for some crappy reason, so i asked for it back and about a week ago i got it back. only problem is that it is completely and totally busted from the looks of it. i dont know it it even turns on i dont know how to tell. but for the last 6 days all ive been doing is testing it whenever i have time. so far i've tried -

reseating it
trying another lane
different power cords
multiple hdmi cords
2 monitors
all the hdmi ports on the card.
it used to be vertically mounted with a riser cable but after it wouldn't work i tried putting directly into the motherboard with no luck.

i haven't touched bios as im not familiar enough with it.

i dont have enough for a new card, and i dont wanna get into it with asus after last time. but i will if i have to. im just hoping someone can point out a solution or something else to try.

My specs are
4x8GB sticks corsair 3200hz vengeance pro RAM
i9 9900k
rog strix 2080 TI OC
aorus z390 pro wifi gaming motherboard
samsung evo 870 500gb ssd
seagate 2tb 5900 HD
corsair RM 850 power supply
corsair hydro x water-cooling

Your two options would be to either take the card to a donor system(not yours) and see if the GPU works off either PCIe slot and the other option is to contact Asus again about the matter.

Given how Coronoavirus has hit all continents, you will need to be patient.

Text doesn't explain the degree to what you're witnessing. It'd be good if you photographic proof of how bad the card is busted. That would also serve as leverage when you're communicating with Asus.

To note, did you send the card to the seller or to Asus, directly?

alright to clarify when i say busted - i mean that its not working. no t that theirs any physical damage as there isnt any. and yes i sent it to there official rma office
