Is my GTX 1070 underperforming?

I just got a GTX 1070 and am not sure if it performing as it should? I get between 40 and 60 FPS in fallout 4 at Ultra settings preset and several other games run in the 40's to 60 FPS range, while most games stay at 59-61 with a 60 fps average, at max or near max settings. My basic specs are:

Gigabyte H97 lga 1150 motherboard

16 GB ddr3 1600 Ram

Intel core I5 3.4 GHZ

750 watt PS

Gigabyte G1 GTX 1070

I am running a LG 27 inch 1080P monitor. I have it hooked up via a single DVI cable. I will have to check benchmarks again.

I can tell you, at 1080p that is under preforming A LOT for a 1070, I would make sure v-sync is turned off!

I was expecting a consistent 60 FPS at 1080P at MAX or near Max settings, but only because that is what I was told it could do by others online. Also my old GTX 770 4 GB was getting 60 FPS on most games at High and very high settings and sometimes at Max settings with several games. I have tried it both on an older Windows 7 install and I also installed Windows 10 fresh install on another Hard drive I had and freshly installed Nvidia drivers and tested it there. It performed a little better on that one and allot better in the Witcher 3 from my fresh Windows 10 install.

Yes I agree you should be hitting 60hz all the time. I was just trying to figure out your expectations. A lot of times on threads like these, the only thing wrong is the users expectations. It's almost certainly a drivers/settings issue.

I turned V-sync off but left it(fallout 4) on Ultra settings, It did improve my performance quite a bit, I was able to get it to go at much higher framerates though it still does sometimes drop into the 40's and 50's but peaks in the high 90's. I do have a 60 Hz monitor though so it is not always perfect looking at frame rates above 60 FPS, I will at some point get a better monitor as my budget allows. , I will keep working on it, but it is already allot better overall then before. Thanks for your input on this issue.
 
From what I have seen from other posts, FO 4 does have some areas that are very CPU intensive that cause some bottlenecking. It's pretty common in many games. Anyone expecting to always beat 60 FPS will be disappointed, as some games simply have some spots where exceptions happen.

If you want to check out whether your GPU is performing correctly, try 3d Mark Firestrike or Time Warp benchmarks.

OK Thanks, that makes sense, good to know. I ran Firestrike and it got 13,458. Allot of my games have been running allot better then before now that I changed the v-sync settings in them, Doom 2016 Max settings 112 to 198 FPS even though I only have a 60 Hz monitor very smooth though. Thanks
 

Your Firestrike score sounds about right.

The use of V-sync in your situation isn't clear. Some people would rather avoid the tearing and have a 60 FPS experience. At higher than 60 FPS, you might have more responsiveness, but you'll have tearing. What is clear is you could take advantage of a higher resolution. You might also be able to take advantage of VSR for now.
