Is my GTX 760 Under Performing?

I am not sure if my graphics card is under performing is is bottle necked by my CPU. My friends are running the same CPU as me, but they have an HD 6950 and an HD 7850. They both get similar FPS as me in almost every game. Here are my specs:

AMD Phenom II X6 1065T @ 3.5 GHz
Gigabyte 880GA-UD3H AM3 Motherboard
Gigabyte GTX 760 2GB OC
8GB DDR3 1333
Corsair TX-650W PSU
32" Sony LED 1080p TV

I'm coming from a Radeon HD 6850 and I really haven't seen much of a performance increase. In Battlefield 4 I can only manage 60 FPS when using custom settings of mostly low and some medium. Ultra and High settings are totally unplayable. Borderlands 2 runs like crap when the settings are medium or higher. My friends 6950 got the same exact FPS as me when running Far Cry 3 on high.

What really caught my attention is when we ran Passmark Perfomance Test on our GPUs. According to their charts, my 760 should score around 5,000 but it never gets even half of that, usually around 2,500. I have the latest drivers installed but I'm not sure whats up.

Is this normal performance? Is my CPU bottle necking the 760 THAT much? Does anyone else have a Phenom II X6 and GTX 760? Can you play BF4 on Ultra?

Thats a little mad. GTX 760s can play BF4 on Ultra with no Problem on 1080 and remain above 55+ FPS.

Check your Task Manager while gaming. If your CPU Cores are at a constant 99-100% Useage, but your GPU is like around 55-65%, You have a bottleneck.

Make sure w/e you use to view GPU Performance is updated.
 
OK so playing single player I ranged from 60 FPS in small areas to around 40 FPS in larger action packed areas. In multiplayer, I played on Hainan Resort and got 60 FPS sitting in the base. As soon as I went to the middle of the map where the action was, I dropped down around 28-32 FPS.

I monitored CPU and GPU the whole time. CPU hovered around 80%, GPU stayed around 50%. These tests were both performed using Ultra settings.

Now what? 🙁
 
OK, V-Sync WAS enabled in the Nvidia Control panel. This fixed my score on the Passmark benchmark tests. I just scored 4989 vs around 2500 before. This did not alleviate the low FPS issue with gaming though. I played on Parcel Storm and again - around 60 FPS in the base but it drops down to 30 FPS in populated parts of the map.
 
Okay, lets try the DX Fix. This helped several of my firends.

Navigate to where BF4 is installed. for me its

E:\Program Files (x86)\Origin Games\Battlefield 4\__Installer\directx\redist

Your may be in C:\ if you only have one drive.

In that folder, run DXSETUP

Play the game and tell me if its any better xD
 
I ran the DXSETUP and I'm still getting an average of around 45 with some places dropping into the lower 30's. I even overclocked my card a little more (1155/1627) and gained maybe 2-3 FPS. I'm getting off for the night though - please let me know if you think of anything else.

I just upgraded to an i5-4670K and overclocked to 4.2GHz. My minimum FPS on Ultra is 40, average is around 60. I play BF4 on high though for a minimum of 50 and average of 75. My GTX 760 was definitely bottlenecked by my 5 year old Phenom II X6.
