Is my Hard Drive busted?

My PC started being extremely slow last night and I have no clue why. I've checked some old threads but they seem to be different for everyone.

Monitoring my disk in task manager has very low read and write speeds while being at 100% usage

Though could this not be a Windows 10 issue?

I'm seriously confused here because my other drive has fine read write speeds which leads me to believe my boot drive is busted.

I did run CrystalDisk but not too sure if it could help, also tried switching the SATA port this hard drive is plugged into on the motherboard.

Running a video on my C drive constantly stutters with both video and audio, though the file is not corrupted, copied it over to my other drive which is running fine for the most part and it runs fine.

I think I'm going to try a reinstall of Windows, I may be mistaken, but if my drive were fully broken, then task manager would not be showing 100% usage, right?
