Is my hardware bottlenecking my GPU?

I recently built my first gaming rig, and it seemingly runs great. However, I've noticed that games don't run as fast as they should. According to THIS I should be able to run GTA V at over 110fps, but it never goes over 70-ish, and usually stays around 50. I'm worried that I made poor hardware choices, and it's holding my GPU back. Here are my specs:

CPU - AMD FX-8350
MOBO - ASRock 990fx killer
RAM - G.Skill Ripjaws X Series 16gb 2x8gb DDR3-1333
GPU - EVGA GeForce GTX 1060 6gb FTW+ DT Gaming
PSU - EVGA SuperNOVA NEX 650W 80+
OS - Win10

Any help is appreciated.

EDIT: I ran the Time Spy benchmark in 3DMark and scored 3940 for my GPU and 2823 for the CPU, avg. 3719
I read the thread on bottlenecking and it seems that it is happening slightly, but what I'm seeing seems more extreme than that.

CPU temp tops out at 65c, usage tops out at 93%. GPU temp tops out at 71c, usage tops out at 98%.

Not really. I have the same GPU and CPU. I haven't played GTA with it, but I play Battlefield 1 and and I do pretty well with it. Your CPU is the recommended AMD one according to the game developers, so you should be doing well.

Have you checked to make sure you don't have Vsync on? Vsync will lower your frames to match your monitor, so if you monitor is a 60hz monitor, that will limit you.
