Is my HDD DOA? Not detected in BIOS or Disk Management.

Just installed a new 3TB Toshiba DT01ACA300, BIOS tries to detect it for around 30 seconds, then decides nothing was detected, no error message. Tried other (working) cables/ports, nothing. Disk Management showing nothing. Its spinning and getting hot in just a few minutes of me trying to troubleshoot, and making an unusual looping noise (not beeps.)

BIOS says 2 devices detected, only boot SSD and HDD in question are connected. HDD on Port-04 where the hang up is.

Unfortunately, it seems like your HDD is definitely DOA! These clicking noises indicate internal hardware failure. I'd recommend you to get in touch with the HDD manufacturer's customer support or the reseller's and send an RMA request to get a replacement from them.
You've already done a great job with the troubleshooting, I'm afraid there's nothing more you can do by yourself to to resolve the issue. Physical damage on such a sensitive piece of hardware is something that cannot be easily fixed.
