Is my HDD DOA? Not detected in BIOS or Disk Management.

Just installed a new 3TB Toshiba DT01ACA300, BIOS tries to detect it for around 30 seconds, then decides nothing was detected, no error message. Tried other (working) cables/ports, nothing. Disk Management showing nothing. Its spinning and getting hot in just a few minutes of me trying to troubleshoot, and making an unusual looping noise (not beeps.)

BIOS says 2 devices detected, only boot SSD and HDD in question are connected. HDD on Port-04 where the hang up is.

Unfortunately, it seems like your HDD is definitely DOA! :( These clicking noises indicate internal hardware failure. I'd recommend you to get in touch with the HDD manufacturer's customer support or the reseller's and send an RMA request to get a replacement from them.
You've already done a great job with the troubleshooting, I'm afraid there's nothing more you can do by yourself to to resolve the issue. Physical damage on such a sensitive piece of hardware is something that cannot be easily fixed.
