I got a rather cheap keyboard and it was working perfectly fine until the power went out. When it came back on, the keyboard didn't work. I tried using every single usb port as well as unplugging any other usbs from the computer. Whenever I plug the keyboard into the computer i get an error message

This only happens with this keyboard. All other peripherals/keyboards work perfectly fine. The keyboard also doesn't work on my other computer either and I tried all the usb ports. Is my keyboard broken?

This is usally when the internal USB connector on your PC or your keyboard plug's pins/connector are bent or some other metal or any object that is conductive gets stuck inside,
Or it could have fried the circuit board on your keyboard when the power went out. Since it was cheap keyboard as you mentioned.

You can also try these methods to see if it works.

Check your device manager for any unknown device
Clean up your rear I/O ports
Clean up your keyboard USB Plug
Disconnect your keyboard, then shutdown your PC, Remove the power cable, Wait 3-5 sec(s) and plug it back on, then connect your keyboard and turn on your PC.
reinstall your drivers Chipset/USB (it could have corrupted some of the drivers during the power blackout)

On rare occasions, It could also have to with the PSU (power supply unit)
