Is my laptop slow or something?

So I press the button on my laptop to turn it on. It takes about 60~75 seconds to start up until I'm on the desktop. (I know because I have Wise Boot Assistant). I Press Internet Explorer and It takes around 45 seconds until I'm on my Weatherzone Homepage.

Total Waiting time: 105~120secs.
Also, its taking about 15 seconds until I get logged on. A year ago, when I first got my laptop, it only took about 1~2 seconds.

Once my laptop is warmed up (10 minutes from Startup) Internet Explorer Opens up in 3~5 Secs.

Is there any way I can speed up the laptop start up time?

There are many things that can be loading or running during post and boot, Virus SW can be scanning your drives programs can be checking for updates (and DLing them) or linking to web sites like dropbox. I'm sure you have installed SW since your system was new. Just because the desktop appears does not mean the system is 'UP' the OS can still be loading things in the background. So, check to see what is happening during your startup there may be a load of stuff that can switched off or changed from auto to manual.
