Is my mobo broken?

So I'm building my first PC and I find that my PSU fan isn't turning on with the switch, thinking it might be broken I test it with the paperclip trick, and it worked. I installed the PSU, then the CPU, heatsink, and ram to the mobo, and installed the mobo. I connected the power cables to the mobo and cpu slot as well as the CPU cooler to the mobo. I flipped the PSU on once more to test it before I advanced, and it wouldn't turn on! Is my mobo not providing enough resistance, is it dead, or do I need to install more things first? (I've triple checked all connections so far, everything's secure)

There is no power button on the mobo, just a CMOS button, which didn't do anything. All the cables are firmly in there place too. And now everything is plugged in except the graphics card
