Question Is my monitor the problem or the graphics card?

I was playing some game then I took a bathroom break. When I came back, my screen froze, all i see is my game that’s frozen with horizontal lines on top. I tried restarting my pc and it instead showed a black screen with the same horizontal lines on top. i need help thanksss

Test the monitor with another device. Game console, cable box, really anything if it shows no issues then it would be the video card.

Do the lines appear when you are in other apps?
